What is the Limited Submission Portal?
Limited submissions are competitive funding opportunities for which a sponsor restricts the number of proposals an institution may submit. When more UTRGV researchers are interested than the sponsor allows, an internal review is conducted to select the proposal or proposals that may advance on behalf of the University.
The Limited Submission Portal provides one centralized system for:
- Discovering limited submission opportunities
- Submitting internal applications
- Coordinating committee reviews
- Selecting UTRGV institutional nominees
- Advancing selected applications into ARGO SPI for full proposal development
The portal connects faculty, reviewers, and Research Enhancement coordinators through a transparent and efficient process.

1. Go to Limited Submission Portal
2. Select Sign In
3. Log in using UTRGV Single Sign-On with your regular UTRGV credentials.
For UTRGV Faculty and Researchers
How do I find a limited submission opportunity?
- Sign in to the Limited Submission Portal.
- Select Active Opportunities.
- Review the available opportunities. The list includes:
- Opportunity ID
- Opportunity title
- Publication date
- Sponsor
- Funding amount
- Deadline
- Select the Opportunity ID to view additional information, including the opportunity summary, instructions, eligibility information, and sponsoring agency link.
- Select Apply to begin an internal application, or Cancel to return to the opportunity list.
How do I submit an internal application?
After selecting Apply, complete each section of the application:
- Key/Senior Personnel
- Project Description
- Biosketch
- Preliminary Budget
- Submit for OSP Review
Review all information carefully before submitting.
Selecting Submit for OSP Review acknowledges that your Limited Submission application will be submitted to the Office of Sponsored Programs for review.
How do I check my application status?
- Sign in to the portal.
- Select My Application.
- Locate your application under the appropriate status:
- Initiated: The application has been started but not submitted.
- Submitted: The application has been submitted for review.
- In Review: The application is undergoing committee review.
- Invitation: The application has been selected to proceed with a full proposal on behalf of UTRGV.
Select the Application ID to open the application’s Status page. The Status page displays the current application status and a history of system notifications and actions.
What happens if my application is selected?
You will receive an email notifying you that your application has been selected as a UTRGV institutional nominee.
To proceed:
- Open the application’s Status page.
- Select Accept and continue in ARGO SPI.
- The system will automatically create a Sponsored Program Intake (SPI) proposal in ARGO.
- Select the displayed ARGO Proposal ID to continue developing and submitting the full proposal.
You may also select Decline if you do not wish to proceed.
For Limited Submission Reviewers
How do I access an assigned review?
Reviewers receive an email when they are assigned a Limited Submission application. The email includes a direct link to the review.
Reviews may also be accessed through the portal:
- Sign in to the Limited Submission Portal.
- Select Reviewer Tasks.
- Review your assigned applications.
- Select the Application ID to open the application and begin the review.
The application status indicates whether your review is pending or completed.
How do I evaluate an application?
Review each application based on the following criteria:
- Team Qualifications
Evaluate the qualifications and experience of the proposed project team. - Project Impact and Significance
Evaluate the importance and potential impact of the proposed project. - Alignment with Sponsor Priorities
Determine how well the project aligns with the sponsor’s guidelines and priorities. - Potential for Future Funding or Expansion
Evaluate whether the project could attract additional funding or support future growth. - Budget Alignment
Determine how well the proposed budget supports the project’s goals and activities. - Feasibility of the Project Plan
Evaluate whether the proposed activities and timeline are realistic and achievable.
Enter a score for each criterion. Each criterion is scored out of 100 points, for a maximum total score of 600 points.
Submit the completed review through the portal. Review scores are provided to the Division of Research to support the institutional selection decision.
For Research Enhancement Coordinators
How do I identify limited submission opportunities?
- Sign in to the portal.
- Under Admin Only, select Opportunity Library.
- Review the federal funding opportunities available in the library.
The Opportunity Library includes information such as:
- Opportunity number
- Title
- Closing date
- Total funding
- Agency
- Top-level agency
- Agency URL
- AI-generated Limited Submission indicator
How do I add an opportunity?
- Select the Opportunity Number to open the detailed opportunity record.
- Review the opportunity title, sponsor, deadline, funding amount, summary, instructions, and eligibility information.
- Select Add to begin adding the opportunity to the UTRGV institutional library.
- Review and update the opportunity information as needed.
- Select Add New.
After the opportunity is added, the system will direct you to Existing Opportunities, where it can be published or archived.
The system will also notify you when an opportunity has already been added, preventing duplicate records.
How do I publish or archive an opportunity?
- Under Admin Only, select Existing Opportunities.
- Locate the opportunity.
- Use the available controls to:
- Publish the opportunity and make it available to UTRGV faculty and researchers.
- Archive the opportunity when it is no longer accepting internal applications.
Published opportunities appear under Active Opportunities and are available for faculty and researchers to review and apply.
Archived opportunities remain available for institutional reference and are displayed with a line through the opportunity information.
How do I manage submitted applications?
- Under Admin Only, select All Applications.
- Review the application information, including:
- Application status
- Application ID
- Opportunity ID
- Principal investigator
- Department
- Budget
- Number of reviews received
- Mean score
- Total score
- Number of days since invitation
- Select the Application ID to open the application’s Status page.
How do I assign a coordinator?
- Open the application.
- Select Assign Coordinator.
- Choose the Research Enhancement coordinator who will manage the application.
- Confirm the assignment.
The assigned coordinator will receive a notification.
How do I assign reviewers?
- Open the application.
- Select Assign Reviewer.
- Select Choose Reviewers.
- Add the appropriate reviewers.
- Select Review & Send Email to review the assignments and notify all selected reviewers.
When a reviewer is unable to participate, use the Active control to make the reviewer inactive for that application.
How do I invite a selected applicant to proceed?
After all committee reviews have been received and the Division of Research has made its selection:
- Go to All Applications.
- Select the selected applicant’s Application ID.
- Open the Invitation section.
- Select Send Invitation.
The faculty member or researcher will receive an email inviting them to accept or decline the opportunity to proceed with a full proposal in ARGO (SPI).
