Harlingen Campus Parking Improvement Plan
We are excited to announce parking enhancements at our Harlingen campus that will help improve convenience and organization for all users. These changes will be implemented in a phased approach, beginning this Fall Semester and concluding by Fall 2025.
Phase 1 – September 1, 2024
- Controlled Access to Lot H2
Lot H2, located behind the Clinical Education Building (HCEBL) will be temporarily barricaded with access granted to permitted vehicles by parking lot attendants stationed at the west side entrance.
- Rezoned Parking Lots
- Lot H1: 54 spaces will be Zone 2 (student) and 10 spaces will remain for Visitor parking
- Lot H2: 100 spaces will be Zone 2 (student) and 45 Zone 3 (employee) spaces
- Lot H3: 5 spaces will be zoned for physician parking behind the Specialty Clinic
- Lot H5: Rezone 20 spaces to Zone 3 (employee) and 15 spaces will be patient parking
- Relocate Harlingen Park and Ride (EFFECTIVE AUGUST 26th)
To help relieve parking demand at HCEBL, the Park and Ride service will be moved to the Harlingen Soccer Complex located at 4515 E. Harrison Avenue.
Transit vehicles will provide connectivity between the Soccer Complex and HCEBL from 7:30 AM to 5:30 PM on the Harlingen Circulator route, Monday through Friday, with approximately 10-minute intervals.
To catch the Harlingen Circulator bus, look for signage marking the waiting area by the south side entrance of the Soccer Complex or at the bus shelters on the west side of HCEBL. Parking at the Soccer Complex will be FREE.
Vaquero Express routes connecting to Brownsville or Edinburg will arrive and depart from the Soccer Complex effective August 26th.
Vaqueros Express will no longer be stopping at HCEBL. Service to HCEBL will only be available on the Harlingen Circulator to/from the Harlingen Soccer Complex.

Phase 2 – November 2024
- Technology: Gate Access and Digital Parking Lot Counter
A gate access system that recognizes registered license plates will be implemented in Lot H2. To enhance the parking experience, a parking lot counter will be installed at the west side entrance that will digitally display the number of parking spaces available in Lot H2.
If you are associated with the School of Podiatric Medicine or School of Medicine, you will receive access to this area with a Zone 2 parking permit for students (Zone 3 or Zone 5 for employees) and license plate number. If you do not have a license plate displayed in front of your vehicle, please contact Parking Services.
Parking enforcement attendants will be stationed at the Harlingen campus to assist with any gate access issues or other parking-related concerns.
Phase 3 – January 2025
- Expand Parking Supply
To increase parking supply, we are working with Facilities Planning to develop additional parking. A new parking lot of 100+ spaces will be constructed south of HCEBL. Entrance to this lot will be at the west side entrance utilizing the gate access system and digital parking lot counter for enhanced and controlled parking management.
- Park and Ride Location at ION
Planning for a permanent park and ride location near the ION will begin with updates on progress to follow.
