Jason Hartley

Jason Hartley

Vice President and Chief Operating Officer


Jason Hartley is an accomplished higher education leader with more than 25 years of experience in operations, capital planning, and executive management. He serves as Vice President and Chief Operating Officer of The University of Texas Rio Grande Valley (UTRGV).

In this role, Mr. Hartley leads more than 500 employees and manages a combined operational and capital budget of over $580 million. His areas of oversight include Facilities Management, Planning and Construction, Auxiliary Services, Environmental Health and Safety, Emergency Management, Strategic Space Planning, Real Estate, Sustainability, Clery and the University Police. Under his leadership, these functions are integrated to ensure the university’s infrastructure and operations are responsive to the needs of students, faculty, and staff, while supporting long-term institutional goals.

Mr. Hartley has played a key role in expanding and modernizing UTRGV’s campus facilities. His efforts have advanced major capital projects that align with institutional priorities. Notably, his leadership has been instrumental in the renovation and development of intercollegiate athletics and healthcare facilities, aligning them seamlessly with the institution's strategic vision for growth and excellence.

Mr. Hartley brings a practical and strategic approach to both long-term planning and day-to-day operations, always with a focus results that enhance the end-user experience. As a trusted member of UTRGV's executive leadership team, he builds strong, collaborative relationships across departments, creating a shared sense of accountability and purpose. His leadership is driven by a commitment to continuous improvement, fostering a culture of innovation, and ensuring that the university’s services consistently meet the needs of students and staff.

In recognition of his professional achievements and potential for future leadership in higher education, Mr. Hartley was selected for the 2024–2025 NACUBO Fellows Program. This prestigious national initiative supports the development of future chief business officers through executive mentoring and intensive leadership training. His selection affirms both his contributions to UTRGV and his continued growth as a strategic leader in the field.

Before joining UTRGV, Mr. Hartley served as Vice President of Operations at the University of North Texas Health Science Center in Fort Worth. There, he led strategic initiatives related to capital planning, sustainability, and real estate development. His previous roles at the institution included Executive Director of Facilities Management, Assistant Director, and Construction Manager. In each position, he successfully advanced projects that improved infrastructure and supported institutional growth.

He holds an Executive Master of Business Administration from the Neeley School of Business at Texas Christian University, a Bachelor of Applied Arts and Sciences from the University of North Texas, and associate degrees in Architectural Technology and Construction Technology from Tarrant County College.

With a focus on excellence, accountability, and innovation, Mr. Hartley continues to drive operational success and sustainable growth in higher education.
