Geoffrey Scarpelli
Associate Vice President for Budget and Planning
Geoffrey "Jeff" Scarpelli, an expert with 25 years of professional leadership experience in higher education, became the Senior Associate Vice President for Finance, assuming the role in July 2023, after serving as the Associate Vice President for Financial Services since February 2020.
In his current role, Jeff provides leadership over a variety of financial services, including student financial services; treasury functions (including cash and credit management services and oversight of eCommerce and payment card industry operations); assets management; accounts payable operations; financial systems; and facilities finance & capital budgeting reporting.
Jeff has led initiatives to modernize financial processes and systems, while emphasizing collaboration, dedication and responsive support services for the campus community. Under his leadership, strategic efforts have been made to enhance financial reporting and data analytics, improve business practices and communication within university units and the student community. Additionally, he has overseen the development and implementation of several business practices and IT solutions to improve faculty and staff services and established a team to ensure credit card security and accountability.
Prior to joining UTRGV, Jeff served as Vice President for Finance and Planning at the University of North Texas Health Science Center (UNTHSC), where he was a member of the senior team advising the UNTHSC President in finance and business matters. Previously he served as Assistant Vice Chancellor for Governmental Relations and Appropriations Analyst at the University of Texas System, where he monitored legislative committees and reports, provided advice to leadership, and assisted in the development of legislative funding priorities.
Jeff holds a Master of Business Administration from Our Lady of the Lake University and a Bachelor of Business Administration in Finance from The University of Texas at Austin.
