With over 25 years of executive management experience at a Fortune 500 company, Nancy W. Russell is no stranger to breaking new ground. Nancy is president of Rhino Contractors LLC, a general contractor specializing in the commercial, industrial, and institutional renovations and restorations of existing buildings and properties. Their corporate office is located in Harlingen, Texas. In 2010, Rhino opened a branch office in San Antonio Texas.
A true Renaissance woman, Nancy is also a citrus grove owner and a degreed Speech Pathologist. With hundreds of thousands of dollars in governmental contracts under her belt, Nancy and Rhino Contractors are one of PTAC’s strongest success stories.
“PTAC guided me through obtaining my HUB certification, CCR and CMBL in 2009,” Russell said. “Additionally, I applied for my 8(a) in May 2010. It was a lot of work but I was finally successful in receipt of my SBA 8A in August 2011.”

Russell continues, “In fact, after approval of my business plan in September 2011, I received my first 8(a) contract that month!”
Now, Rhino Construction is a U.S. Small Business Administration’s (SBA) 8(a) and Women Minority Owned-HUB Certified Corporation. According to Rey Soto, Procurement Specialist, such certifications mean access to set-aside contracts and opportunities to partner with larger businesses as subcontractors.
Nancy and her company had previously submitted winning bids for two U.S. Fish and Wildlife Service Recovery Act projects at the Lower Rio Grande Valley National Wildlife Refuge in Alamo and won another service contract to rebuild a roof damaged by Hurricane Dolly at Laguna Atascosa in Rio Hondo, Texas. Most recent projects include USDA, TSTC Harlingen, Valley Baptist Mission and Education and additional jobs for U.S. Fish and Wildlife in Uvalde, McFaddin and Anahuac.
“These projects would not have been possible without the assistance received,” says Russell. “PTAC was instrumental in guiding me through the process and paperwork of becoming certified. Additionally, the team at the PTAC office frequently notifies me of job opportunities within my market areas.”
Rhino Contractors now has a total of eight full-time employees, in addition to sub-contractors and has a growing list of satisfied governmental and private clients including the City of Harlingen, Knapp Medical Center, Back to Action, BCFS, Valley International Airport and TSTC.
