Associate VP's Biography
Richard Wilson
Associate Vice President for Budget and Planning
As the Associate VP for Budget and Planning, Richard Wilson leads the Office of Planning & Analysis and has continuously served in key budget and finance roles both at the University of Texas Rio Grande Valley (UTRGV) and the University of Texas-Pan American (UTPA) legacy institution. He started working for UTPA in September 2003 and has been in “budget” since December 2004.
Mr. Wilson takes pride in having contributed to the many collaborations necessary to create UTRGV, including helping to standardize the finance policies and to combine the budgets of the two legacy institutions. He continues to take pride in leading a cohesive and experienced team instrumental to the effective allocation and use of university resources. This team has adopted a “budget buddy” approach which provides each division and college a single point of contact to get budget advice, help address a funding or position issue, or even answer a question about higher education finance.
Prior to UTRGV and UTPA, Mr. Wilson worked in the private sector in medical office management and later in public accountancy. In these fields he found that, just like at the university, a commitment to excellent customer service was the key to success.
Mr. Wilson earned a Bachelor of Science in Biology from the University of Texas at Austin where he also was employed as an undergraduate research assistant. In addition, he earned a Bachelor of Business Administration in Accounting and a Master of Business Administration from the University of Texas-Pan American and is a Certified Public Accountant.
