Dr. Francisco Garcia serves as the Director of the Center for Online Learning and Teaching Technology (COLTT) and is an adjunct faculty member in the Master’s in Educational Technology Program at The University of Texas Rio Grande Valley (UTRGV). With over 25 years of experience in the field of educational technology, Dr. Garcia leads a multidisciplinary team dedicated to supporting faculty in the design and development of high-quality online and hybrid courses through evidence-based practices.
He is an active contributor to the field, having published multiple articles on digital and online education, and frequently presents at national and international conferences. Dr. Garcia has also played a key role in shaping online learning policy and practice by serving on various state and national committees focused on developing standards and guidelines for effective online instruction.
Currently, Dr. Garcia is the President of the Texas Digital Learning Association, where he continues to advocate for innovation and excellence in digital education across the state. He holds a Master’s degree in Educational Technology from the Legacy University of Texas at Brownsville and a Doctorate in Curriculum and Instruction with a specialization in Educational Technology from UTRGV.
