Dr. Saygin is the Senior Vice President for Research and Dean of the Graduate College at the University of Texas Rio Grande Valley (UTRGV), where he has led significant growth since 2022, increasing research awards from $97 million to $200 million and growing research doctoral degrees by 58%. Previously, he held senior roles at the University of Texas at San Antonio (UTSA), contributing to its achievement of Carnegie R1 status. Dr. Saygin holds a Ph.D. in Mechanical Engineering and has a distinguished career in academia and leadership, receiving numerous awards and securing funding from top institutions like the Air Force and NSF.

A computer engineer, Singh received his undergraduate Information technology degree from the University of Rajasthan and his Master of Science from Texas State University, where he served as an assistant director for research support services. At UTSA, he served as senior director and head of Data and Analytics for Research Enterprise and brings a wealth of experience in strategic usage of technology for operational excellence. While at UTSA, he oversaw all aspects of technology for the research division, including enterprise and administrative applications, administrative and research data services, networking, servers, and desktop support.
