Outside Activities and Interests Portal

The Annual Disclosure Period for reporting outside activities and interests runs January through March each year.

All faculty and exempt staff (staff not eligible for overtime pay) must:

  • Acknowledge the policies and answer status questions in the Portal.
  • Ensure all reporting required by the Decision Matrix has been completed in the Portal for previous calendar year.
  • Submit requests for pre-approval for outside employment and board service that is new or continuing into current calendar year where indicated by Decision Matrix – Category 3.
  • If you have nothing to report, please submit a "report of no activity" in the Portal.

Employees who are not full-time or exempt staff may also have reporting requirements as described in the Decision Matrix – Category 4, Category 5, or General Rule. These requirements apply to employees who:

  • Engage in the design, conduct, or reporting of research.
  • Participate in procurement activities over $ 15,000.
  • Have an outside activity or interest that may reasonably appear, in the eyes of a third party observer, to create a conflict of interest or interfere with their University responsibilities.

Additional reporting is required for new interests and activities that arise throughout the year.

UTRGV, in accordance with Section 10638(4)(a)(i-ix) of the CHIPS and Science Act of 2022, expressly prohibits university employees, students, and faculty members from participation in/with malign foreign talent recruitment or malign foreign talent like recruitment programs.

This guidance identifies the requests for approval and after-the-fact disclosures required to comply with the following UT System Policies:

  • UTS 180 Conflicts of Interest, Conflicts of Commitment, and Outside Activities
  • UTS 175 Disclosure of Significant Financial Interests and Management and Reporting of Financial Conflicts of Interest in Research
  • Regent’s Rule 30104: Conflict of Interest, Conflict of Commitment, and Outside Activities
