The University of Texas Rio Grande Valley | Office of the Provost & Academic Affairs

Dear Colleagues,

I am pleased to announce the appointment of Dr. Robert Freeman as Dean of the College of Engineering and Computer Science at UTRGV. Dr. Freeman has served as Interim Dean since June 2025, providing steady leadership and vision during this transitional period. 
Dr. Freeman brings a distinguished record of academic achievement and service to this role. He holds a BS, MS, and PhD in Mechanical Engineering from the University of Florida and has been a faculty member within the UT System since 1985. Over his career, Dr. Freeman has held numerous leadership positions, including Chair of Mechanical Engineering at UTRGV, Interim Director of Civil Engineering, and Professor of Mechanical Engineering. 
A dedicated educator, Dr. Freeman has taught more than 20 different undergraduate and graduate courses and supervised dozens of graduate students. He is recognized for his innovative teaching methods and has received multiple awards, including the UT System Regent’s Outstanding Teaching Award and the UTRGV Faculty Excellence Awards in Teaching and Distinguished Career categories. 
Dr. Freeman is an accomplished researcher, with over 90 publications and presentations in journals and conferences and has secured more than $10 million in research and educational grants. His work spans robotics, biomechanics, STEM education, and engineering design. 
In addition to his scholarly achievements, Dr. Freeman has contributed significantly to university service, serving on executive committees, leading accreditation efforts, and advancing new academic programs. He is a member of the American Society for Engineering Education and the American Society of Mechanical Engineers. 
Please join me in congratulating Dr. Freeman on his appointment as Dean and in supporting his continued leadership of the College of Engineering and Computer Science.
