RIO GRANDE VALLEY, TEXAS – AUGUST 17, 2026 – A more affordable path to becoming an optometrist – and greater access to vision care in the Rio Grande Valley – is coming into focus at The University of Texas Rio Grande Valley.
The University of Texas System Board of Regents on Thursday approved tuition and fees for UTRGV’s new Doctor of Optometry program, along with $41.3 million in Permanent University Fund (PUF) bond proceeds for new academic and clinical facilities. The approvals mark two major milestones as UTRGV prepares to launch the program in Fall 2027, subject to receiving the required approval from the Accreditation Council on Optometric Education (ACOE).
The approved tuition will make UTRGV the most affordable optometry program in Texas and, based on the latest comprehensive national data, position it among the most affordable – if not the most affordable – O.D. programs in the United States.
UTRGV expects to welcome an inaugural class of approximately 40 students to what will be only the second public university Doctor of Optometry program in Texas.
Dr. William L. Miller, founding dean of the UTRGV School of Optometry, said the Regents’ actions provide critical resources to educate future optometrists and strengthen vision care in South Texas.
“We’re building a School of Optometry that gives students an affordable path into the profession while preparing them to meet a significant healthcare need in the Rio Grande Valley,” Miller said. “With this investment, we can provide the education, clinical training and facilities our students need to become highly skilled optometrists and serve communities across South Texas.”
MAKING OPTOMETRY EDUCATION MORE AFFORDABLE
Under the tuition and fee structure approved by the Regents, a Texas resident will pay an estimated $84,989 in tuition and required fees over the four-year O.D. program. That compares with approximately $123,431 at the University of Houston and $178,579 at the University of the Incarnate Word Rosenberg School of Optometry, based on the Association of Schools and Colleges of Optometry (ASCO) 2025-26 data. UTRGV’s cost would be approximately 31% lower than the University of Houston and 52% lower than UIW.
Nationally, UTRGV’s four-year cost is approximately $27,500 below the least expensive existing program in ASCO’s latest dataset. While the national figures reflect 2025-26 rates and UTRGV’s rates begin in 2027-28, the comparison positions UTRGV to be among the most affordable, if not the most affordable, optometry programs in the nation.
$41.3 MILLION INVESTMENT IN STUDENTS, RESEARCH AND PATIENT CARE
The $41.3 million PUF-funded Repair and Renovation for the School of Optometry project, located at 1400 E. Nolana Avenue in McAllen, will transform the former home of AIM Media Texas, where The Monitor operated for more than 21 years, into the new school’s academic and clinical facility.
The renovated facility will include instructional and clinical spaces, research areas, faculty and administrative offices, student support areas and other facilities. The academic space, including pre-clinic labs, is scheduled for completion by July 2027 to accommodate the inaugural class in Fall 2027, while the clinical space is expected to be completed in January 2028.
The four-year O.D. program will require 183 semester credit hours and plans to employ 21 full-time faculty members. Students will receive extensive clinical training, including approximately 1,500 supervised patient encounters, with preparation in ocular disease, myopia management, vision therapy and minor surgical care.
IMPROVING VISION CARE IN THE RIO GRANDE VALLEY
The School of Optometry, under the UTRGV Division of Health Affairs, will help address the Rio Grande Valley’s need for vision care professionals while advancing research on health conditions affecting South Texas, including diabetes-related eye disease.
The school will collaborate with UTRGV’s School of Medicine, School of Podiatric Medicine, South Texas Diabetes and Obesity Institute, UT Health RGV Cancer and Surgery Center and Memory and Aging Center to connect education, research and patient care.
With tuition and facilities funding now approved, UTRGV’s next major milestone is ACOE accreditation as it prepares to welcome its first class in Fall 2027.
