Meet Our Chief Information Officer
Dr. Jeffrey Alan Graham was appointed as the Chief Information Officer (CIO) in May, 2015 of the then newly founded The University of Texas Rio Grande Valley (UTRGV). Under his administration, the Office of the Chief Information Officer and Information Technology (IT) were crafted to respond to the rapidly changing needs of the University’s students, faculty, and staff. As CIO, Dr. Graham heads IT services for UTRGV’s valley-wide campus locations that include UTRGV’s School of Medicine.
Dr. Graham is responsible for the strategic direction of IT and oversees the institution’s major information systems and infrastructure, information technology governance, compliance with regulations and standards, policy and procedures, resource allocation, and ensuring the confidentiality, integrity, and availability of all data and systems. He was instrumental in bringing about several advancements such as combining the three diverse information technology divisions from the legacy university institutions, standardizing the classroom technology experience across the different UTRGV campuses, planning the infrastructure to support UTRGV’s School of Medicine, establishing the Office of Faculty Research and Support to provide technology services and support for faculty researchers, and creating an IT Service Management (ITSM) program based on the standards and best practices of the Information Technology Infrastructure Library (ITIL). Additionally, he contributed in leading the transformation of numerous key business systems with the implementation of PeopleSoft, a new Enterprise Resource Planning (ERP) system using a more economical and sustainable model involving strategic use of shared and outsourced services.
Prior to UTRGV, Dr. Graham was the Vice President and CIO of The University of Texas-Pan American (now UTRGV). He also held various engineering and management positions in the private sector. Dr. Graham currently serves as Chair of the Board for the Lone Star Education and Research Network.
Dr. Graham received a Bachelor of Science in Computer Engineering from the University of Michigan, a Master of Science in Electrical Engineering from Texas A&M University-Kingsville, a Master of Business Administration from the University of Texas-Pan American (now UTRGV), and a Ph.D. (Philosophiae Doctor or Doctor of Philosophy) in Computer Information Systems from Nova Southeastern University. He also holds a variety of technical and professional certifications, including ITIL v3 Foundation in IT Service Management (ITSM).
