UPDATE: International Business Travel

Dear Campus Community,

The University of Texas System recently issued a memorandum to its policy affecting travel to countries directly involved with or near the ongoing conflict between Russia and Ukraine.

While some locations no longer require elevated presidential approval, all travel to any of the following countries must be approved by the International Oversight Committee (IOC):

  • Hungary
  • Poland
  • Romania
  • Slovakia
  • Estonia
  • Latvia
  • Lithuania
  • Moldova*
  • Georgia*
  • Russia**
  • Ukraine**
  • Belarus**

* Travel continues to require IOC approval and elevated presidential approval.

** Travel continues to be suspended until further notice. However, mission critical business or research exceptions continue to require IOC approval and elevated presidential approval. If an exception is granted, the president must provide notice to the Executive Vice Chancellor (EVC) for Health Affairs or Academic Affairs as appropriate, and the Chief Compliance and Risk Officer. UTRGV’s Export Control subject matter expert and Office of Legal Affairs must also review any proposed or ongoing travel requests to ensure that neither the institution nor the traveler violates any applicable sanctions with respect to financial transactions, nor engages with any person or entity that is sanctioned. The IOC must include the opinion of Export Control and Legal Affairs in their review.


Other Travel Requiring IOC Approval

Additionally, business travel to countries that meet the following criteria must also be approved by the IOC prior to travel:

  • Countries with a Department of State Travel Advisory Level of 3 and above.

and/or

  • Countries with a Travel Health Notice of 3 and above.
  • Countries with a CDC COVID-19 Travel Recommendation of Level 3 and above.

PLEASE NOTE:

Each request will be reviewed according to its own merits and risk mitigation planning.
