Substantive Change

Member institutions are required to notify SACSCOC of changes in accordance with the substantive change policy and, when required, to seek approval prior to the initiation of changes. 

Substantive change is a significant modification or expansion of the nature and scope of an accredited institution. The types of substantive change and the procedures for addressing them appropriately may be found in:

  • The SACSCOC Substantive Change Policy and Procedures. 

To ensure compliance with SACSCOC, UTRGV has implemented an institutional Substantive Change Policy.


Substantive Change Proposals

OIA has developed a Substantive Change Action Plan/Checklist to help departments and programs determine if a proposed change is substantive.

In order for OIA to assess how a proposed program or site should be presented to SACSCOC, please download, fill out, and return the following form(s) to OIA.

For new programs: (if this proposed program will be at a new teaching site, fill out both forms)

  • New Program Substantive Change Form

For new off-campus instructional sites:

  • New Teaching Site Substantive Change Form
