City of Pharr Success Story

City of Pharr: Leveraging Continuous Improvement Initiatives to Achieve the Malcolm Baldrige Award

Pharr is a city in Hidalgo County, TX. It is part of the McAllen-Edinburg-Mission and Reynosa-McAllen metropolitan areas. In 2022, the estimated population was 80,187. The city’s mission is to provide the highest level of municipal services every day.

The Situation

The City of Pharr established a clear and ambitious goal: to be among the select few cities to earn the prestigious Malcolm Baldrige Award. Understanding the complexity and demands of this journey, the Pharr sought a partner that could comprehend its training needs and support requirements. After evaluating several organizations, the City of Pharr chose TMAC South Texas for their expertise, to provide the essential training and guidance needed for success.

The Solution

The first step in this journey was to get their organization leaders trained in Lean Six Sigma to establish a strong foundation in continuous improvement. Over 60 employees including the City Manager, Assistant City Managers, Directors, and Assistant Directors received their Yellow Belt certifications from TMAC South Texas. Building on this training, the City recognized the need for a comprehensive Strategic Plan to guide their work and future progress. This plan needed to clearly articulate the Vision and Mission of the City while establishing Strategic Objectives, Goals, and Action Plans to drive ongoing improvement. The City of Pharr continued their collaboration with TMAC and developed a robust Strategic Plan for the next five years.

The Results

After months of meticulous preparation, the City of Pharr's Strategic Plan for 2022 – 2027 is fully operational, marking a significant milestone in the city’s journey towards sustainable growth and development. Developed with extensive input from stakeholders, rigorous analysis of existing challenges, and visionary planning, the plan stands as a definitive roadmap for progress.The city has already witnessed tangible benefits from its commitment to continuous improvement. Through several small initiatives, Pharr has achieved over $500,000 in cost savings, showcasing the effectiveness of enhanced processes and efficiency measures. Furthermore, Pharr has strategically invested over $60,000,000 in new services and equipment, bolstering infrastructure and service capabilities throughout the community.

This successful implementation underscores the dedication and collaboration of city officials, city leaders, diligent workforce, and the support provided by TMAC throughout the planning and execution phases.
