Preparation for Adult Living (PAL) Program

UTRGV and the Texas Department of Family and Protective Services (DFPS) formed a partnership in 2001 in an effort to develop a systematic method for providing college information and support services to Texas Foster Care Alumni as they transition into higher education.


The PAL Program coordinated by the UTRGV Foster Care Liaison provides the following services to students:

PAL Housing Scholarship

This is an emergency scholarship is available to students each semester. There is a short application and some requirements apply.

State Tuition Waiver

The Foster Care Liaison will work with the Financial Aid Office to make sure the state tuition waiver is applied to student accounts in a timely manner.

Foster Care Liaison

The Foster Care Liaison works closely with the Texas Department of Family and Protective Services to identify new students and acquire any support documentation needed to facilitate student enrollment and payment.

Bi-Monthly PAL Meetings

These meetings are held on campus during the noon hour and bring together former foster care alumni to network and to support each other. In addition, an expert speaker attends each meeting to answer questions and provide support, speakers include Advisors, Learning Center staff, etc., key connections are made at these meetings.

Individual Sessions

Students can schedule an appointment with the Foster Care Liaison to discuss any issues and to work towards a resolution by utilizing university support resources.

Academic Resources

Backpacks, school supplies, etc. are provided as funding allows to help support students.

Annual Foster Care Conference

Each year, high school students currently in foster care attend a conference held at UTRGV to encourage them to pursue higher education; UTRGV enrolled foster care alumni help plan the conference and assist in making it a success.
