Sr. Associate Dean of Research

Dr. Andrew Tsin, the Associate Dean of Research in the School of Medicine brings a wealth of experience to his new role at UTRGV.  Dr. Tsin previously served as a faculty member at UT San Antonio where he helped to bring millions in grant funding to UTSA.  In his current role at UTRGV, Dr. Tsin's department is responsible for the review and submission of grant and contract proposals to federal agencies and other sponsors.  Dr. Tsin has over 35 years of experience leading and managing the central administration of research grants and contracts.

Jay Brooks Morrow, DVM, MPH

Jay Brooks Morrow, DVM, MPH
Associate Dean of Clinical and Translational Research

Dr. Jay Brooks Morrow brings a wide range of experience leading various clinical, educational and research initiatives throughout The University of Texas System. He previously served as director of research development at UT Austin Dell Medical School, director of the statewide Texas Health Improvement Network at UT System and as a research program manager for UT Southwestern.

Jennifer Cahn

Jennifer Cahn
Grant Research Officer

Dr. Jennifer Cahn has joined the UTRGV School of Medicine as Grant Research Officer in the Office of the Associate Dean of Research. She will be assisting SOM researchers in their search for funding and is a great resource for help with both internal and external guidelines.

Dr. Cahn has served as grant writer at our legacy institution in Brownsville under the School of Science, Mathematics and Technology and prior to that as assistant to the Director of Institutional Advancement. She received her Ph.D. in Russian art history and museum studies at the University of Southern California and has published on contemporary artists from the U.S., Russia and Ukraine.

From 2011-2012 Dr. Cahn and her family spent a year in Kyiv, Ukraine, where she conducted a Fulbright grant as museum consultant on grant writing and interpretation for western audiences. She is fluent in Russian and has a soft spot for Eastern European folk art.

Dr. Cahn can be reached at her Harlingen office and is happy to travel to any of the UTRGV sites to discuss your ongoing research and ways to help find funding for individual research, interdepartmental programs and related projects. The Office of the Associate Dean of Research, which determines priorities in grant writing support, particularly encourages collaborative and interdisciplinary projects.

Veronica Vera

Veronica Vera
Grants and Contracts Program Manager

Ms. Veronica Vera is the Program Manager for pre and post award activities at the School of Medicine under the Department of the Associate Dean of Research.  Ms. Vera has 14 years experience in the area of finance and grants and contracts administration.  During her time at UTRGV and the legacy institution, Ms. Vera has been responsible for providing guidance on interpreting federal and institutional policies for PI's and research personnel.  Ms. Vera earned both her Bachelor’s in Business Administration and an Associate’s in Arts in Business Administration from University of Texas at Brownsville/Texas Southmost College.

Isabel Nicasio

Isabel Nicasio
Program Coordinator

Ms. Isabel Nicasio is the Program Coordinator for the ADR Office.  Ms. Nicasio provides assistance with pre-award activities and administrative support. Prior to joining the ADR office, Isabel worked for the College of Sciences under the NIH Research Initiative for Scientific Enhancement (RISE) program. She has eight years of experience in interpreting institutional, state and federal policy changes as well as implementing and coordinating research activities.

A native of Pharr, Ms. Nicasio received her Bachelor's in Social Work from the University of Texas Pan American. As Program Coordinator for the SOM Office of the Associate Dean of Research, Ms. Nicasio is available to assist PIs with budgets, including those for sub contracts, and will gather a variety of information for the pre-award stage such as letters of intent.
