The Office of Sponsored Programs (a sub-unit within the key unit of Research Administration) facilitates faculty and staff efforts in research by helping to seek and administer both internal and external funding for research, scholarship, creative activities and public service- related projects.

As of March 19th, 2021, UTRGV has negotiated an updated Indirect Cost Agreement (IDC).
NOTE: Applications that were submitted around this time may require additional action before the project can begin. Funding agencies set final budget and terms only when (and if) a grant is funded, and agencies require UTRGV to use the latest negotiated IDC rates. The office of Sponsored Programs has been working with faculty to help adjust the budgets appropriately to meet agency expectations. If you have any questions, or would like to know if you are affected, please reach out to us. The new IDC is incorporated into the latest budget template.
What We Do
Our goal is to enhance the University's research capacity and to support faculty members in creating opportunities for students to gain valuable hands-on experience and to better prepare students for graduate careers and the knowledge-based global job market. This is achieved through active participation by faculty members, staff and students, and the research centers on campus.
Pre-Award primary functions in the proposal process include the following:
- Review solicitations and requests for proposals (RFP) for specific budget and proposal preparation instructions.
- Prepare budgets for proposals according to UTRGV and sponsor guidelines.
- Initiate routing for internal approvals through the Proposal Transmittal Forms.
- Submit all proposals to external sponsors.
Pre-Award Roles and Responsibilities
Post-Award primary functions in the award process include the following:
- Review and acceptance of award.
- Review and negotiation of award terms and conditions.
- Setup new award, issue new project number.
- Secure prior approvals from sponsor.

The Office of Sponsored Programs has implemented the attached Proposal Transmittal Form (PTF) effective May 1, 2019. The PTF needs to be prior to any proposal submission, this includes proposals submitted through the Corporate and Foundation Relations Office. The form is signed by all senior personnel (e.g. PI and Co-PIs), Chairs, Deans, OSP Director, VP for Institutional Advancement (if applicable), and the Associate VP for Research Operations. - Intent to Submit a Proposal
- Internet Explorer is the preferred browser for accessing the Intent to Submit link. You will also need to select the ‘I’m not a robot’ option for verification.
If you are utilizing a different browser (i.e. Google Chrome), please be sure to clear the cache prior to accessing the Intent to Submit. The ‘I’m not a robot’ verification option still applies.

- UTRGV Budget Development Worksheet
- The Sponsored Programs Budget Development Worksheet is designed to facilitate the budgeting process by calculating for you all the required data. The figures will be reviewed and edited by the OSP staff and changes made if necessary. This form must be used to prepare your grant project budget and must be submitted along with your final proposal for review by OSP.
- IBS Calculation-Examples
- Use the IBS Calculation Examples as a guide to calculate the salary to be charged to a sponsored project consistent with HOP 07-304, Institutional Base Salary. The examples include common scenarios involving faculty on 9 and 12-month appointments.
- UTRGV Subrecipient Commitment Form
- The Sponsored Programs Subrecipient Commitment Form is designed to facilitate the subrecipient approval process. The form outlines what documentation is required from subrecipients and includes a signature requirement from subrecipient's authorizing official. This form must be used when preparing a proposal application that includes any subrecipient(s) and must be submitted to OSP prior to proposal submission.
- Proposal/Award Cost Sharing Form
- When committing UTRGV resources to a proposed project the PI/PD must document and secure the authorization of the use of these resources using the Proposal/Award Cost Sharing Recap Form. This form should accompany the proposal package when routed for administrative review and approval.
- Financial Conflict of Interest in Research
- Faculty should complete their disclosures of outside interests on the Outside Interests and Activity Online Portal using their UTRGV credentials.
