Internal Review Procedure

Internal Review Procedure for Limited Submission Competitions

Limited submission programs are those for which the sponsor agencies limit the number of applications that the University can submit for consideration for an award. The Office of the Executive Vice President for Research,is responsible for the internal solicitation and screening of limited submission pre-proposals to determine which faculty/staff will represent UTRGV as principal investigators (PIs) in the funding agency’s competition. The internal guidelines will provide specific information, links to internal (e.g., PI eligibility) and external (e.g., agency site) web resources, and deadlines pertaining to the specific funding agency program, as well as instructions to which the pre-proposals must adhere.

All PI-eligible UTRGV faculty/staff interested in submitting an external funding proposal to the limited submission opportunity must submit their internal pre-proposal via email (single pdf document) by the specified deadline to their respective Associate Dean for Research/Center Director/Vice President (hereafter, “ADR”) with the name of the specific limited submission opportunity in the email subject line.  

ADRs will select and submit to limitedsubmission@utrgv.edu(by the deadline, with the name of the specific limited submission opportunity in the email subject line) double the number of pre-proposals from their unit than what UTRGV is allowed to submit to the external agency.

Upon the internal deadline all pre-proposals received up to that time will be forwarded to a Review Committee.  This will be done by uploading all pre-proposals to a SharePoint website designated for that purpose, to which Review Committee members will be provided access.  The Review Committee, to be selected by the Executive Vice President for Research will comprise faculty with expertise in areas relevant to the specific external funding opportunity who are not themselves submitting or otherwise named in any pre-proposals for that competition. The Review Committee members should rank them in ascending order (1 being the best, then 2 and so on), using each number only once on an evaluation table which they will send by the specified review deadline to limitedsubmission@utrgv.edu. Review committee members must also provide detailed written justification for the rank for each pre-proposal, which will be shared with the PIs. Evaluation tables from each Review Committee member will be collected and sent with the corresponding pre-proposals to the Executive Vice President for Research.    

The Executive Vice President for Research will select a number of pre-proposals, up to the quantity of submissions which the funding agency will accept, to continue to the stage of submitting an external letter of intent, preliminary proposal and/or full proposal (as appropriate) to the funding agency in accordance with agency requirements.
