Message from the President: Finance and Business Affairs Division

Dear Colleagues:
Please join me, again, in congratulating Doug Arney, Senior Vice President for Administration Support Services, on his retirement and thanking him for his 20 years of service at UTRGV and our legacy institution, UTB. Doug’s last day with the university is today, February 28.
With this departure, we are reorganizing the Administration and Support Services division and our business operations under a new organizational structure of Finance and Business Affairs. This new division will be led by Michael Mueller, who will assume the title of Executive Vice President for Finance & Business Affairs and CFO.
Michael joined UTRGV in 2019 and has continuously demonstrated exceptional innovative financial planning, reporting, and forecasting, combined with increased collaboration within the university and excellent overall financial compliance. He has been instrumental and intentional in the success of transforming UTRGV’s financial position within the UT System.
In his new role, Michael will lead the departments listed below, which comprise of current departments already reporting to Michael, and newly assigned departments.
- Information Security - Kevin Crouse
- Information Technology - Jeff Graham
- Logistics, Supply Chain and Contracts - Alex Valdez
- Budget and Planning - Richard Wilson
- Treasury, Student, and Financial Systems - Geoffrey Scarpelli
- Finance and Fiscal Reporting - Elia Lopez
- Campus Auxiliary Services - Letty Benavidez
- Operations, Planning, and Construction - Jason Hartley
The Treasury, Student, and Financial Systems, and Finance and Fiscal Reporting departments were formerly part of the Department of Financial Services. This new structure will play a major role as the university evolves into a new and exciting phase of development.
Jason Hartley, Vice President for Operations, Planning & Construction, joined UTRGV on February 1, 2023, and comes to us from the University of North Texas Health Science Center in Denton with over 22 years of extensive and diverse facilities management experience and expertise in other related areas.
Jason will report to Michael Mueller and lead the following departments: Campus Facilities Operations, Facilities Planning and Construction, Space Management, Environmental Health & Safety, Police Department, Sustainability, and Safety and Security Office.
I ask that you join me in welcoming our new hire, Jason, to the UTRGV family, and support these leaders as they take on their new responsibilities.
