Frank Zecca
Associate Chief Information Officer (CIO) for IT Infrastructure
Francisco (Frank) Zecca is the Associate Chief Information Officer (CIO) for Information Technology (IT) Infrastructure at The University of Texas Rio Grande Valley (UTRGV). Mr. Zecca provides technical leadership that drives advancement and innovation by establishing and upholding demanding technology standards that deliver secure and reliable IT services that align with the mission of the University. In his current role, Mr. Zecca is responsible for managing the day-to-day operations of networks, security, telephony, data centers, design, and implementations, all aspects of UTRGV’s IT infrastructure.
Prior to serving as Associate CIO for IT Infrastructure, Mr. Zecca served as Associate CIO for Technical Services and Executive Director of the University Computer Center at The University of Texas-Pan American (now UTRGV). Mr. Zecca has over 25 years of experience spanning various areas and roles in Information Technology.
Mr. Zecca holds a bachelor’s degree in Computer Science from The University of Texas-Pan American (now UTRGV). He participated in the Executive Leadership for Information Technology Excellence (ELITE) Program presented by Lyndon B. Johnson School of Public Affairs at UT Austin and the Texas Department of Information Resources. He is certified in ITIL v3 Foundation in IT Service Management (ITSM).
IT Infrastructure Departments
Data Center Services
The mission of the Data Center Services department is to maintain all operating systems, hardware, and database infrastructure in regards to UTRGV critical IT Services. Data Center Services assist in maintaining Microsoft Office 365 service offerings. We also oversee Data Center operations for several Data Centers located in Edinburg, Arlington, and Brownsville.
Network Services
The Network Services department provides data, voice, and telecommunications support for the University of Texas Rio Grande Valley. Our mission is to facilitate access to data and telecommunication resources by providing state-of-the-art telecommunications and network computing technologies for students, faculty, and staff.
Data and Network Security
The mission of the Data and Network Security department is to help maintain the security infrastructure of key technical elements that are designed to protect information resource assets across the University.
Enterprise Architecture
The Enterprise Architecture department provides a holistic approach to resource planning, provide insight and knowledge in developing and evaluating enterprise infrastructure designs, and plan strategies for technological growth to achieve current and future objectives.
