Outstanding Professor or Researcher (OPR) Request Form
  • To gather information to fill out the basic questions for U.S. Citizenship and Immigration Services.

  • The acknowledgement of the responsibility for all applicable fee(s) for the petition being handled on behalf of Employee. The department will be responsible for all application, processing and handling fees for the employee only.

Extraordinary Ability (EA) Request Form
  • To gather information to fill out the basic questions in the USCIS Nonimmigrant worker application.

  • The acknowledgement of the responsibility for all applicable fee(s) for the petition being handled on behalf of Employee. The department will be responsible for all application, processing and handling fees for the employee only.

  • Support of the petition for nonimmigrant worker


Permanent Labor Certification (PERM) Request Form
  • To gather information to fill out the basic questions in the USCIS Nonimmigrant worker application.

  • The acknowledgement of the responsibility for all applicable fee(s) for the petition being handled on behalf of Employee. The department will be responsible for all application, processing and handling fees for the employee only.

  • Support of the petition for nonimmigrant worker


National Interest Waiver (NIW) Request Form
  • To gather information to fill out the basic questions in the USCIS Nonimmigrant worker application.

  • The acknowledgement of the responsibility for all applicable fee(s) for the petition being handled on behalf of Employee. The department will be responsible for all application, processing and handling fees for the employee only.

  • Support of the petition for nonimmigrant worker


Physical Posting Notice (PERM)
  • Documentation submitted in response to this Audit Notification letter must include a copy of the employer’s Notice of Filing and the dates posted. The Notice of Filing must have been posted for at least 10 consecutive business days and be accessible to all employees.

  • If one or more of the 10 consecutive business days is a Saturday, Sunday, and/or a holiday, the employer must submit documentation to demonstrate that it was open for business on the Saturday, Sunday, and/or holiday in question and, demonstrate that employees had access to the posting location of the Notice of Filing.


PERM Labor Certification Pre-Approval Sheet
  • By signing, The University of Texas Rio Grande Valley Department confirms that the stated requirements are the university’s actual minimum requirements for the position described above, and that the university has not previously hired workers with less education, training, or experience for jobs substantially comparable to this position.

  • By signing, UTRGV employee acknowledges that she attained the above education, experience, and/or special requirements before joining The University of Texas Rio Grande Valley as an employee or contractor in any position that is 50% similar to the position of _________________­­­­, and that she will obtain employment verification letters from his previous employers, if applicable, to verify all required work experience listed above.


PERM Reference Interview Guidelines
  • The labor certification process requires the employer to conduct a good faith recruitment campaign and to evaluate all applicants based on the University’s minimum education and experience requirements for the position. Applicants must be interviewed unless it is obvious from the face of the resume alone that the foreign professor is more qualified than the U.S. worker who applied for the position. If you are uncertain whether the applicant’s resume is sufficient for making such a determination, an interview is appropriate. If it is possible that the candidate may be qualified for the position although the resume is silent as to some potential skills, qualifications, or experience, an interview is appropriate to ensure full and fair consideration of potentially qualified applicants.


PERM Application Evaluation Form  
  • Employers must recruit in good faith for a job opportunity before a PERM Application may be filed to secure labor certification for that job opportunity.  As part of a good faith recruitment campaign, the employer must review all resumes in a timely manner.  Potentially qualified applicants must be contacted within a reasonable period of time for an interview, generally within 7-14 days.  The foreign national beneficiary may not take part in the recruitment or candidate evaluation process in any way.
