Bette Loiselle

Dr. Bette Loiselle is currently Director, Tropical Conservation and Development (TCD) Program in the Center for Latin American Studies and Professor in the Department of Wildlife Ecology and Conservation at the University of Florida.  Prior to joining the University of Florida in August 2011, Dr. Loiselle was a Division Director for Environmental Biology (DEB) at the National Science Foundation (NSF) in 2010 and 2011 and Professor of Biology at the University of Missouri-St. Louis from 1990 to 2010.  Her research is focused in tropical regions and includes studies of biodiversity and ecological services, ecology and dynamics of birds, and the applications of geographic information systems for biodiversity research and conservation.

For the past 20 years, she has been conducting studies in the Amazon rain forests of Ecuador; previous research experiences include work in Costa Rica, Colombia, Australia, and central Africa.  Dr. Loiselle serves, or has served, as a member of a number of boards, including The Nature Conservancy-Missouri and the American Ornithologist Union, as Chair of the Board of Directors for the Organization for Tropical Studies, Advisory Committee for NSF’s Office of International Science and Engineering, and as an Associate Editor for The American Naturalist, a premier journal in the field of ecology.  Dr. Loiselle’s awards include a Fulbright Scholarship to Argentina (2004), C. Brice Ratchford Memorial Fellowship Award - University of Missouri (2005), the William Brewster Memorial Award from the American Ornithological Society (2018), the Margaret Morse Nice Medal from the Wilson Ornithological Society (2020), and University of Florida Doctoral Mentoring Award (2022).

At the University of Florida, Dr. Loiselle directs an interdisciplinary program (TCD) designed to effectively contribute to conservation and development in tropical regions by crossing disciplines, linking academics to practitioners, and working in partnership with a wide range of stakeholders.  Currently with funds from NSF and the Moore Foundation, TCD has built collaborative networks and Community of Practice and Learning working with partners in the Amazon to improve social-environmental governance and reduce threats from infrastructure development.

Carlos Ortiz

Dr. Carlos Ortiz provides leadership to the K-14 Competitive Education Grants portfolio and other non-education agency crosscutting programs at USDA’s National Institute of Food and Agriculture. He holds a Ph.D. degree in Plant Pathology from Texas A&M University with expertise in pathogen detection systems and secondary metabolism regulation, and a bachelor’s of science from the University of Texas-Pan American.

Kathy Grzech

Kathy Doyle Grzech, Executive Director of the University of Kentucky Proposal Development Office, is a highly experienced research development professional with extensive expertise with federal and private grants programs. Over her more than 20-year career, she has authored, co-authored, and/or contributed significantly to development of numerous large complex institutional proposals awarded more than $250 million from federal and private sources. She has also supported hundreds of individual investigators in developing competitive grant applications. Her own federally funded grant support includes a joint appointment she previously held as Assistant Director for the Appalachian Mathematics and Science Partnership program funded by the National Science Foundation. Since 2008, she has served as key personnel on a research education grant award (R25) from the National Institutes of Health (NIH). Under this NIH IPERT (Innovative Programs to Enhance Research Training), she serves as one of a team of trainers and mentors providing research skills development instruction. This program, Interactive Mentoring to Enhance Research Skills (IMERS), is designed to enhance the competitive position of faculty from minority-serving institutions in applying for NIH grant awards. Ms. Grzech previously served for eight years on the advisory board of two NIH-funded awards to develop a Proposal Development Unit at the University of Puerto Rico-Mayagüez.  

 

Ms. Grzech also maintains an active regional and national workshop presence, providing training in grant-seeking skills. Her invited presentations for NIH programs include the NIH Capacity Building for the Future Biomedical Research Workforce webinar in 2021, the Southeast Regional IDeA conference in Louisville in 2019; a National IDeA Symposium of Biomedical Research Excellence (NISBRE) in Washington, DC; other events on the NIH Bethesda campus; and the annual KY Kentucky Idea Networks of Biomedical Research Excellence (KY INBRE) grants workshops in Louisville, Kentucky. She has engaged in active outreach as an invited presenter at numerous universities as well, including the University of Texas Rio Grande Valley. In 2020, she was awarded the inaugural UK Research Staff Excellence Award for her leadership in the field. 

 

In addition to her membership in the National Organization of Research Development Professionals (NORDP), the Society of Research Administrators International (SRAI), and the National Council of University Research Administrators (NCURA), she also serves on the editorial board of the SRAI Journal of Research Administration. Ms. Grzech earned her M.A. in humanities from Vanderbilt University.
