Dr. Andrew Tsin, the Associate Dean of Research in the School of Medicine brings a wealth of experience to his new role at UTRGV.  Dr. Tsin previously served as a faculty member at UT San Antonio where he helped to bring millions in grant funding to UTSA.  In his current role at UTRGV, Dr. Tsin's department will be responsible for the review and submission of grant and contract proposals to federal agencies and other sponsors.  Dr. Tsin has over 35 years of experience leading and managing the central administration of research grants and contracts.

Ms. Veronica Vera is the Senior Grants and Contracts Program Coordinator for pre and post award activities at the School of Medicine under the Department of the Associate Dean of Research.  Ms. Vera has 13 years experience in the area of finance and grants and contracts administration.  During her time at UTRGV and the legacy institution, Ms. Vera has been responsible for providing guidance on interpreting federal and institutional policies for PI's and research personnel.  Ms. Vera earned both her Bachelor’s in Business Administration and an Associate’s in Arts in Business Administration from University of Texas at Brownsville and Texas Southmost College. 

Frances Garcia

Ms. Frances J. Garcia is the Administrative Assistant I  in the Department of Biomedical Sciences, as well as the assistant to Dr. Andrew Tsin, Associate Dean of Research at the School of Medicine.  Ms. Garcia provides advanced and complex administrative support for Dr. Tsin, as well as all faculty in the Biomedical Sciences Department and Neurosciences Division. Ms. Garcia is very familiar with administrative/clerical work having spent the last three years as an Office Assistant II in the School of Nursing Division.  Aside from Ms. Garcia's administrative role at the School of Medicine, Ms. Garcia is also presently an active Sergeant in the Army Reserves.  Ms. Garcia earned a Certificate in Computer Bookkeeping Technology at Southern Career Institute and a Bachler’s Degree in Biology with a minor in Criminal Justice from The University of Texas Pan American in Edinburg Texas.
